The fed funds rate, while given as a target by the Federal Reserve, is actually achieved in the market for overnight lending amongst financial institutions. The Fed does establish a fixed rate, known as the discount rate, which is the interest rate that the Fed will lend to banks through the so-called discount window. As a lenders' cost of obtaining funds to lend changes, some of those reductions or increases are passed to borrowers in the form of lower (or higher) starting rates.
